There's a huge difference between Aircoach, Go Bus, Citylink, Bus Eireann Expressway and Bus Eireann city services, Dublin Bus, First, Stagecoach and National Express etc, the first batch will always need newer vehicles as they are long distance luxury coach operators. I don't thing anyone is disputing Bus Eireann Expressway needs some new vehicles, I just don't think the need is so great on city services and non long distance services. In addition the privates have funded every vehicle out of their own pocket.
I agree, if you have money for vehicles to replace older ones, by all means do it if you are running a successful business which is making a tidy profit. However from what I understand Dublin Bus and Bus Eireann are make losses, and are being backed up by public funding, and also it seems these vehicle orders being talked about are not going to be paid for by the companies themselves, but from taxpayers money.
There is a bigger picture here. By European standards Dublin Bus and Bus Eireann city and non express services have a very young fleet. The country is broke. If Dublin Bus and Bus Eireann want to buy buses with their own money I have no problem with this, but if it is with taxpayers money, when there is no logical need for the buses to be withdrawn and sold, then it should be kept to a minimum, there are far more important things to spend money on right now in this country.
