The conversation about deckers was an afterwards chat with one of the NTA officials , I regret that due to commercial sensitivity I am unable to say much other than there is an ongoing consultation process underway with the NTA.
The NTA have transport policy mapped out for the next few years , how that policy is to be implemented and to what timescale are another matter , the NTA is not exactly a picture of perfection itself , as a public body I would (politely) describe it as chaotic.

If 15 VWD's are ordered I could see something like that happening , there has been a delay in the publishing of the Book of Estimates 2013 , I suspect this is because of the ongoing discussions with the EU about debt reduction and any potential impact that would have on Budget 2013 , but when the book is published and if the bus order is listed (which I am 95% sure it will be) then an official order would be placed within weeks of that as I believe the pre-tendering process for this order has already been completed.
The chat where deckers came up was about the Cork area network in general , what was said was that double deckers would play a much bigger role in Cork over the next few years and additional deckers for Cork were due soon , how long "soon" is can be somewhat subjective , sadly there was no mention of weather these deckers would be new , used or someone else's.
