Thing is, they can still order Euro 5 buses, but not for too much longer. Ordinarily I would be of the opinion that there is absolutely no reason whatsoever for new buses for Bus Éireann until at least 2015 (though 15-20 new Expressway coaches would be nice, and besides, the schools fleet needs some updating), but with the perfect bus for Cork being discontinued in the next few months (that being the VWD), they should strike while the iron is hot and get some VWDs before they will no longer be available to buy. They should buy all 15 that they tendered for, and at least that would sort out Cork's capacity problems once and for all. When the schools are off during the summer, there isn't really a problem with capacity (hence why they can give Waterford VWDs for route 360) as things stand, but for the 10 months of the year when the schools are on, deckers are very much a necessity and there's still nowhere near enough of them.
