It could be a "toe in the water job" to get a firm figure to approach those controlling the purse strings with firm figures.

Scania can supply double deck RHD coaches with Berfhoff bodies through their UK operation.  Chambers in the North run a number of these and have done for years.  For some reason while Scania UK have sold loads of Scania/Berkhoff combinations for years, Westward Scania here in Ireland have only imported Irizar & VanHool bodywork.  The Berkhoff, Bova and Jonckheere double deck bodies are identical except for the front panel and rear.  They are all part of the same company and are consolidating at present so I'd say all these brands will disappear and the double deck coach body will be rebranded as a VDL with just one front and rear design.  Callinan's Bova is basically the same coach as an LD barring the styuling changes.  Volvo can also build double decks with VanHool bodywork (model is the Astrobel - not listed on VanHool website - but have delivered a few over last few years check out this link - http://www.moseleysouth.co.uk/sales_new/website_listing_delivered.htm and just scan down through for a look), I think they can get the Jonckheere version of the VDL body to order also.

Most interesting for me is the 20 triaxle single deck coaches.  Private operators doing cross channel work have been steadily moving into these as there are serious problems with weight in the UK.  The GVW for a 2 axle coach here can be a plated max of 18500/19000kg whereas in the UK it is 18000kg meaning a fully loaded 49 seat 12m coach with full luggage hold is inevitably overweight.  Excusing Eurolines why would BE need 20 such vehicles?  Unless the detailed spec states they are to be longer (13-14m) with more seats (possibly up to 69) in which case they may make sense.  Something like the Aircoach Jonckheere idea with larger seating capacity.

As I say, interesting move but getting a tender is step one, actually turing favourable bids into orders is another.
